Char-Em ISD voters approve special education millage renewal

Voters on Tuesday, May 7, 2024 renewed the long-standing special education millage that provides special education services to students with disabilities throughout Charlevoix-Emmet Intermediate School District.

The approved millage is 1.4606 mills, which will generate approximately $10.3 million in special education operational funding each year for four years, 2024-27.

“This funding provides for special education programs and services for students throughout Char-Em ISD, our 11 local school districts, two charter academies, and parochial schools. Char-Em and our local districts are grateful to voters for once again approving this funding for our students with disabilities,”  said Scott Koziol, Char-Em ISD Superintendent.

Current special education costs throughout the 11 local districts and two charter academies are about $23 million, meaning these special education operating dollars fill a great share of that need while state, federal, and other local dollars support the remaining costs, Koziol said. Funding from the millage goes both directly to the local schools to reimburse some of their special education expenses, as well as to Char-Em ISD to support 16 classrooms and Taylor School operated by the ISD and serving students with the most significant disabilities.

“This millage directly impacts more than 1,330 children with special needs in our service area. That includes all the schools in Charlevoix County, all the schools in Emmet County, and two districts in northern Antrim County,” Koziol said. “Special education services are provided beginning at birth until age 26 by Michigan law. We provide children and young adults with disabilities the opportunity to achieve at their highest levels.”

Crooked Tree High School named Alternative School of the Year

Crooked Tree High School has been named the state’s Alternative Education School of the Year by the Michigan Alternative Education Organization. The school’s staff was awarded the honor at MAEO’s annual conference on May 2, 2024 at Crystal Mountain.

“To me, this award is about more than our achievements; it is a reaffirmation of our commitment to what is in the best interest of each student,” said Don Heinz, Crooked Tree teacher. “A recognition like this would not be possible without the tireless efforts and investment of our team members, the support of our administration, and the limitless potential of our students.”

Char-Em ISD has operated Crooked Tree High School since September 1998. Heinz, who received the MAEO Teacher of the Year recognition in 2018, has been the lead teacher at the school for 20 years. It is located in Harbor Springs and serves between 20 and 40 students each year. Students come from throughout Char-Em ISD school districts, but predominantly from Petoskey, Harbor Springs, Alanson and Pellston school districts due to proximity of the program.
