Hamilton County Schools (HCS) teacher Sandra Howard qualifies as a finalist for Tennessee Teacher of the Year. Howard, an English teacher at the Chattanooga High School Center for Creative Arts (CCA), has been recognized as the Southeast Finalist for Tennessee Teacher of the Year.
